When you go shopping you don`t take "Objectives" and "Dinner Descriptions" with you - you take a grocery list.
It might necessary to know that you want a "Down East hearty meal for 10 investors" - but somebody has to turn that into food on a plate - and that really doesn't help the cook, who is left to their own imagination. If you wind up with dulse covered smoked herring over creamed potatoes with blueberry wine - who's to blame? The cook for not interpreting your dreams correctly - or you for not saying what you really wanted was steak, fries and beer?
When you do a project you should be able to "shop around" for the best combinations of ingredients (deliverables) that will make your project work - and not buy stuff that will go to waste.
You want the best quality at the best price - but it needs to be available when you need it as well.
