Not really - Freelancer.com and similar sites tend to be populated with off-shore resources who have little or no chance of meeting you face to face and must rely exclusively on web tools to get work done. They also tend to work best for software projects, whereas most HRI project are business and engineering projects which tend to be less predictable in the end product.
This works for small, discrete bits of work that you can afford to do twice and which won't give away the "family jewels" in your Intellectual Property - and - which you can explain easily in a paragraph or two; but it is rather risky and difficult to do early stage developmental work in these circumstances.
HRI on the other hand is attempting to build/borrow robust collaborative tools - but basically relies on the ability for the project team to meet physically once in a while and for complex project artifacts to be delivered in whatever form that best gets the job done.
