Smaller governemnts corrupt more easily that larger ones and the AEER's system will make that even worse.
The tendancy for one-industry towns to be ruled by the local oligarch will never change in this age - and os the following policing policy is proposed:
Suspicion of political wrong doing in an AEER must never be investgated by the AEER itself and the complaint should be made to a national body who must ensure that the invstifation is caried out by "volunteers" from AEER's and sectors that have no interests that migh taint the investigation.
Any subseuqent charges should be handled and prosecuted in a remote AEER that has no vested or competive intest in the ssseing the case resloved one way or another.
The rules for all AEER's will be the same at the national level
