It is proposed that "First Nations" be invited to either become their own AEER's - with all of the responsibilities that entails - or to join with an AEER that meets their needs and culture as they see fit.
This would suggest that an First Nation AEER would no longer be able to restrict who lives in the boundaries and that all citizens would have the same rights of mobility and land owneship as any other AEER.
The first rule of "Autonomous" however still applies;
- an AEER which is not an economically viable unit, and cannot provide the services for its own residents - must be willing to pay for the services that other AERR's proide them - through personal accounts or temporaray transfers form the National Governemnt until such time as they can create a viable AEEr that can sustain itself.
"Temporary" here implies that at some point the AERR either becomes part of a neighbour AEER or reverts to "wilderness" status
