Personal Accounts
Every person should have a personal account with the local government that begins at birth and continues to death or until the person moves to some other location
This account should gather ALL of the costs of that person to the community with the intent that at death the account balance should be zero. This includes all hospital bills, educational costs, and even fines and correctional facility costs. The person's taxes will be first of all directed to his own debt, and secondarily to the general fund for the region.
It may be possible that a person could carry a positive balance if additional taxes beyond assessment are paid and the region could set-up special incentives for people to do this whatever they might be. This could provide additional funds for the region, but would also be a liability owed by the region to the estate of the person.
As it will not be possible that all accounts will be zero at death, the regional municipality should have first claim on the estate for the amount owed before any inheritances are paid out. Negative balances beyond that amount will become part of the government s losses for the year, without prejudice to other family members. The amount owed by the person at death however will be a matter of public record constitutional privacy rights notwithstanding.
When a person uses facilities in another jurisdiction, the amount should be recorded and invoiced at the standard rates for the region back to the person s home region and added to the personal account. The regions will settle their accounts by mutual agreement, but in general there should be a zero transfer unless special arrangements are made between the communities.
When a person has permanently relocated from one region to another, the new region must accept the transfer of that person's account along with all outstanding balances and credits. This must not be negotiable and should that person have a large debt (such as a transferring MD may have) the new region will assume the educational costs for that person along with the person. The only part that should be optional would be the time before accepting the new resident (which is not optional even for criminals) which must never be more than 1 year. Regions can use this time as the only incentive or disincentive to getting people to relocate either coming or going.
In cases where regions create large, generous programs with the intention of shipping the debt out with the person in their last days, civil remedies by the offended region may be in order if proof can be shown that that was the intent of the program.
