Civic Region (CR) – characteristics
Primary unit of government
a “Community of Villages”
- made up of traditional villages – with mostly volunteer councils
- village councilors nominate the (full time) representatives to the regional council. (write-ins allowed too.)
- voting is on a +1, 0, -1 basis – i.e. you can vote “against” – as well as “for” councilors (aimed at the high publicity but still bad councilors.)
Essentially autonomous within Federal Constitutional guidelines
Exclusive Taxation jurisdiction
Are totally self-supporting.
May only receive temporary support from the Federal Government
May offer support to any other CR as their discretion – after all Federal obligations have been met.
May offer support to any other International group - after all Federal obligations have been met.
Must support the Federal Government as required by Parliament.
Ability to form Associations with regions in areas of common interest.
Maintains Federal Government by direct payment
Forms Federal Government by sending representatives
Supports Federal Institutions directly within its own region.
Roughly equivalent to a core city and its suburbs and surrounding towns and rural areas that service it “within a 1 hour drive” or “halfway to the next CR”.
May not provide investigators or staff for any Federal intervention in its own affairs.
Has “residents” not “citizens”
Must accept all incoming residents
Maintains all resident personal accounts.
Has whatever taxation regime it chooses within the agreed Federal standards
May not have a continuing debt for more than 5 years or 5 years in 25.
May vote itself out of existence and become a Wilderness Region.
Include Aboriginal CR’s which will operate under the same rules as other CR’s.
Is entirely responsible for the security and well-being of its residents.
May not restrict guests from other CR’s nor Canadian Citizens who wish to relocate to the CR.
Must accept without penalty the personal accounts (negative or positive) of each permanent citizen upon completion of the residency requirement.
Must release without penalty all resident accounts.
Must pay all costs of Federal Investigations of non-compliance.
Is subdivided by Villages which supply one or more paid permanent representatives to the CR Council.
Have a common taxation policy for all villages within the CR.
Residents/Citizens
Are Citizens of Canada
Are Residents of wherever they were born until they have permanently relocated to a new UR as per commonly acceptable residency transfer periods.
Have a Resident Account with their home UR from birth until death and are charged for every cost to the UR from birth until departure.
Pay taxes directly against their personal accounts until such time as the account has a positive balance able to support them in retirement until death.
May not participate in any investigation of CR non-compliance in any CR of which they have been resident, have near kin, or in which they have done business – except as a witness.
“Business Residents”
Wilderness Region
Has no permanent human dwelling places.
Have no continuing commercial activity
Have no budget or government beyond Federal oversight.
May be wholly or partially annexed by adjoining CR’s only by consent of the Federal Government.
Regional Associations
Are multi-CR supported institutions created for a common cause by adjoining CR’s.
Are funded exclusively by the member CR’s
May not receive Federal funding of any sort.
Are the agencies generally responsible for cross boundary jurisdictional agencies such as Fisheries, Wildlife management, Coast Guard, Air traffic, communications, environment, mineral rights,
Must distribute royalties within guidelines established by the Association and the Constitution.
Federal Government
Maintain Canadian Identity
Is responsible for a Common Constitution which defines both Civic and Human Rights and Responsibilities.
No direct taxation authority to residents.
Funding is by upward transfer payments from UR’s
Is the primary constitutional enforcer
Has auditing power on all UR’s without invitation.
Consists of voting representatives of the CR’s only.
Maintains Federal Institutional identities but has no employees – including military and diplomatic staff. All employees are donated by the CR’s as part of the Federal obligation.
Has a policing obligation that requires intervention in non-compliant CR’s and removal and correctional action of all suspected non-compliant civic administrators.
6.0 Taxation
6.1 personal accounts must be settled before retirement
– or you won’t be allowed to die.
6.2 business accounts must be positive at all times.
6.3 Businesses and people get a monthly invoice for taxes
6.4 Invoice shows charges on personnel and business credit card for regional services
6.5 also shows costs for village services, regional services, inter regional services, national services and international services
6.6 businesses taxes are on revenue – period. (target 1%)
6.7 regions are non-profits – but must maintain “insurance funds”.
6.8 Businesses cannot be persons and persons cannot be businesses.
i.e. person cannot “own” businesses outright – they can only invest and receive by shareholder agreements. Shareholders cannot use business assets as their personal assets – to do so is theft.
6.9 persons can “work off” their personal accounts by doing posted tasks by the government for tasks for which they are qualified.
6.10 services received in other jurisdictions will be charged back to the persons home jurisdiction by the local.
6.11 When the person permanently moves their account moves with them along with any credits or debits.
